Police Boss Differs with Matiang'i on Officers Who Score Ds

Police Spokesman Charles Owino on Wednesday morning, March 17, differed with Interior CS Fred Matiang'i on the need to have the entry grades for the police force upgraded upwards.

In a interview, Owino stated that the police force had a challenge employing officers who garnered C+ and above because they went back to school and graduated, making them eligible for promotions.

"We have a challenge when we employ every police man wit grade C+ and above because they go back to school, they get their degrees and then they come back and say that they do not want to serve at a certain level," Owino stated.

Owino explained that it was not possible to promote every police officer. He added that NPS only needed intelligent officers who are not neccessarily measured on the academic qualifications.

The police boss said that there were some officers who did not clinch good grades because of the remote schools that they studied from and not because they were not good enough in their academics.

"They probably went to schools without a labarotary, where their teachers were untrained but they still managed to get a grade C plain. This is a person who is intelligent," he continued.

"There is a lot that is involved, not just of students scoring good grades, but also being practical and a hard worker," he concluded.

Last week, Matiang'i had suggested the need to block D students from the police force. He questioned the low academic entry qualifications into the police service saying they did not match the shrewd emerging methods criminals now used to commit crime.

He further stated that students with the D grade limited the service’s capacity to deal with the complex science necessary to investigate crime, adding they should increase the cut mark.

“This is why I have been fighting that we look at the cut-off point of the people we are admitting. Surely, if we are admitting you with a D plus then we are telling you to go to the complex science of analyzing blood and preparing a document that the DPP is going to use in court to prove murder, are we serious honestly? Are we serious?” he posed.
