The Regional Association of Energy Regulators for Eastern and Southern Africa (RAERESA), a specialised agency of the Common Market for Eastern and Southern Africa (COMESA), is on the hunt for a new Chief Executive Officer.
This opportunity is open to qualified candidates from any of RAERESA's fourteen member countries.
In a statement released on Friday, May 17, COMESA announced, “RAERESA is seeking to recruit a Chief Executive Officer from any of its member countries.”
The position will be based at the COMESA secretariat in Lusaka, Zambia, and offers a three-year contract, extendable for one additional three-year term based on performance.
The initial contract includes a nine-month probation period.
The new CEO will report to the Executive Committee of RAERESA on strategic matters and to the COMESA Secretary General on daily operational issues.
The role encompasses a wide range of responsibilities aimed at advancing RAERESA’s mission to enhance regional energy regulation and cooperation.
Duties Include: Providing strategic leadership and management of the RAERESA Secretariat, planning and directing the Secretariat’s performance and external obligations, advocating for members, managing public relations, liaising with stakeholders, and serving as secretary to all RAERESA governance meetings.
Coordinating and implementing the plans agreed upon by RAERESA members, and formulating policies and plans for the energy supply industry, setting standards and measurement instruments for the energy supply sector.
Other responsibilities include; initiating and coordinating energy programmes with member states, developing capacity-building and information-sharing programmes, preparing and coordinating projects for donor funding and facilitating their implementation, and enhancing regional and inter-regional energy regulatory cooperation.
Applicants must hold at least a master’s degree in a relevant field, such as Economics, Engineering, Law, or another energy-related discipline. A PhD is considered an advantage.
Additionally, candidates need a minimum of fifteen years of relevant experience, including at least ten years in senior managerial roles within the energy industry. Extensive knowledge of energy regulation, policy, and legal frameworks is essential.
According to the job advert, the ideal candidate will demonstrate the ability to lead diverse teams, work collaboratively with other organisations, and maintain a high degree of personal integrity and professionalism. Fluency in English, French, or Arabic is required, with proficiency in multiple languages being a significant advantage.
Eligible candidates from RAERESA member states, which include Burundi, Democratic Republic of Congo, Egypt, Ethiopia, Kenya, Madagascar, Malawi, Mauritius, Rwanda, Seychelles, Sudan, Uganda, Zambia, and Zimbabwe, are encouraged to apply. Applicants must be under 55 years of age at the time of application.
