Ruto Appoints Bishop as CSs Mudavadi, Wandayi and Kagwe Make Raft of Changes

President William Ruto led Cabinet Secretaries in his administration in the latest raft of government appointments, naming Bishop Robert Theuri Maina as the Chair of the Kenya National Library Services Board.

Through a gazette notice, Theuri’s reappointment was confirmed and he is set set to serve for a two-year tenure.

“In exercise of the powers conferred by section 3 (2) and Paragraph 1 (2) of the Schedule to the Kenya National Library Services Board Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, reappoint—ROBERT THEURI MAINA to be the Chairperson of the Kenya National Library Services Board, for a period of two (2) years, with effect from the 28th February 2025,” the notice read.

The bishop’s appointment comes as Ruto endures a mixed relationship with the church. Recently, Catholic bishops hit out at Ruto over his failure to keep his promises and the inefficiencies of his government.

However, on Sunday, March 2, Ruto’s donation of Ksh20 million and his subsequent pledge of Ksh100 million to Jesus Winner Ministry church was greeted with raucous applause from the church’s leaders and congregants alike. 

Aside from Ruto’s appointment, Cabinet Secretaries Musalia Mudavadi, Rebecca Miano, Opiyo Wandayi, and Mutahi Kagwe appointed persons with an aim to streamline government services.

In his capacity as acting Gender CS, Mudavadi appointed Paul Nduati as a member of the National Museums of Kenya Board. Nduati is set to sit at the board for a period of three years.

Energy CS Opiyo Wandayi commissioned Jeremiah Obingo as a member of the Board of Directors at the Energy and Petroleum Regulatory Authority (EPRA). 

Obingo, whose appointment triggered the revocation of Abraham Kipruto in the same capacity, will serve for a three-year tenure.   

Tourism and Wildlife CS Rebecca Miano appointed Rachael Adhiambo Omollo as a member of the Kenya Wildlife Services Board of Trustees. Omollo will sit at the Board for a three-year period. 

Agriculture CS Mutahi Kagwe appointed three persons, Florence Mutembei, Charles Kirgiwi and Kennedy Mochere Kaburi, as members of the Tea Board of Kenya.

The three, who were re-appointments in the Board, will each be at the TBK for a period of three years.

Meanwhile, Mombasa Governor Abdullswamad Sherrif followed in Ruto’s footsteps in appointing a man of cloth in his county. 

Sheriff appointed Bishop Ibrahim Kidhatha as the Chair of the Mombasa County Ardhi Fund Board for a period of three years. Kidhatha’s term is renewable for one term subject to adherence to the stipulated Regulations and guidelines governing the Board.
