The Embu County Assembly is set to kickstart the impeachment process of Finance and Economic Planning County Executive Committee Member Joe Kamaria over incompetence.
According to members of the Embu County Assembly, Speaker Josiah Murithi stated during a session on Thursday, June 19, that the CEC has failed to effectively deliver on his mandate, including failing to table his department's budget implementation reports to the county assembly and failing to appear before the assembly after being summoned.
According to the county lawmakers, the CEC's failure to submit full reports from his department has undermined the county assembly’s ability to formulate solid and accurate budget estimates.
"This assembly recommends appropriate actions to be taken against Kamaria, in accordance with the provisions of Section 22(3) of the County Assemblies Powers and Privileges Act 2017, and Section 40 of the County Government Act," the speaker said.
"When you don't give the information on some reports, it has a huge effect when it comes to doing some budget estimates. I would urge Kamaria to be kind enough and admit that he has deprived us of information," one MCA said.
In his defence, Kamaria, who appeared before the county assembly today, claimed that he had informed the county assembly's clerk when he was unavailable for the summons.
"I have missed appearances and some of those appearances that were cited in this conversation, I had written to the clerk of the county assembly, that on a few incidents I was not able to honour the invite, and therefore I asked for the invite to be rescheduled," the CEC said.
The Finance and Economic Planning CECM is responsible for managing the county's financial resources, formulating economic plans, and ensuring the efficient use of public funds.
The CECM also plays a key role in revenue mobilisation, budget preparation, and monitoring the financial performance of county entities.
The announcement comes a day after the Isiolo County Assembly Speaker, Mohammed Roba, refuted claims that he had resigned.
Roba, through his socials on Tuesday, June 17, was responding to a 'fake statement' that claimed that he had resigned from office due to personal reasons. The speaker said that the reports were meant to confuse the public.
"I write to categorically deny the dismissal as the false report circulating on various platforms claiming that I, Mohamed Roba, have resigned from the position of Speaker of the Isiolo County Assembly," the speaker said.
