An administrative officer at the Kisii County Assembly has been arrested and arraigned in court for allegedly using forged documents to secure a job, following investigations by the Ethics and Anti-Corruption Commission (EACC).
According to the EACC, the officer manipulated key identification records to conceal his true identity and age.
He is accused of altering his birth certificate by changing his year of birth from 1967 to 1973, enabling him to obtain a National ID card with falsified details.
The suspect allegedly went further by forging his Kenya Revenue Authority (KRA) PIN, National Hospital Insurance Fund (NHIF) card, and National Social Security Fund (NSSF) card to match the false identity. All these documents were then presented to the Kisii County Assembly as part of his employment documentation.
EACC stated that after concluding investigations, the case file was submitted to the Office of the Director of Public Prosecutions (ODPP), which recommended prosecution.
The charges approved included one count of deceiving a principal, five counts of forgery, and five counts of uttering false documents.
''In his Public Service Commission application forms (PSC.2 Revised 2007) and in the Declaration of Income, Assets and Liabilities under the Public Officer Ethics Act (2003), he declared that he was born on February 15, 1973, despite knowing he had been born in 1967,'' court summaries by the ODPP read in part.
''The court further heard that on or about December 2, 2015, he (name withheld) presented forged documents including a national identification card, a birth certificate, a Kenya Revenue Authority (KRA) PIN certificate, an NSSF card, and an NHIF card, all indicating 1973 as his year of birth.''
The accused was processed at the EACC South Nyanza Regional Office and detained at Kisii Central Police Station overnight. On Wednesday morning, he was presented before the Kisii Anti-Corruption Court before Senior Principal Magistrate Bernard Omwansa.
The Prosecution emphasised the seriousness of the allegations, noting that falsifying personal records undermines the integrity of the Public Service.
During his court appearance, the officer denied all charges. However, the court released him on a bond of Ksh150,000 with a surety of the same amount or an alternative cash bail of Ksh70,000.
The court scheduled the matter for a pre-trial conference on September 25, 2025, where the prosecution and defense will outline how the case will proceed.
