Ruto Appoints Former MP Ibrahim Abass, Replaces Uhuru's Sister in New Appointments

President William Ruto has made five new appointments to as many parastatals in the latest round of government appointments.

In the September 12 issue of the Kenya Gazette, the President first appointed Francis Ndungu Kibera to chair the Board of Trustees of the National Fund for the Disabled of Kenya, effective immediately.

"In exercise of the powers conferred by clause 11 (b) of th Deed and Declaration of Trust, 1981 of the National Fund for the Disabled of Kenya, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, appoint Prof. Francis Ndungu Kibera to be the Chairperson of the Board of Trustees of the National Fund for the Disabled of Kenya, with effect from the 12th September, 2025," the notice read.

Kibera will replace Dr Kristina Kenyatta-Pratt, former President Uhuru Kenyatta's sister, who has served in the position for 23 years since her appointment on January 8, 2002.

In a subsequent gazette notice, President Ruto reappointed Ahmed Duale Ahmed as the executive Chairperson of the Board of Ewaso Ng’iro North River Basin Development Authority for another three years.

He was first appointed as the board chair on July 28, 2022.

At the Bandari Maritime Academy, the President appointed Lung'azi Chai Mangale to chair the board of trustees.

Lung'azi ran against Kwale Governor Fatuma Achani in the 2022 gubernatorial race and emerged third in the race. He is an engineer by profession.

Paul Mbatha was also appointed to serve as a non-executive chairperson of the board of the President’s Award for a period of three years.

Mbatha was also an aspirant in the 2022 elections, unsuccessfully running for the Mwala MP seat via an Orange Democratic Movement (ODM) ticket.

Lastly, President Ruto appointed Ahmed Ibrahim Abass to be the non-executive chairperson of the board of the National Syndemic Diseases Control Council, also for a period of three years.

Abass was the former MP for the Ijara constituency in Garissa County from 2013 to 2017, through an ODM ticket with the CORD coalition.

All the appointed chairpersons were expected to start their tenure on September 12.
