DCI Has Arrested 22 Individuals Over 2025 KCSE Exam Malpractice - CS Ogamba

The Directorate of Criminal Investigation (DCI) has arrested 22 individuals for their involvement in irregularities relating to the Kenya Certificate of Secondary Education (KCSE) examinations across the country.

Education Cabinet Secretary Julius Migos Ogamba, addressing the press on Friday, November 7 revealed that the suspects had been arrested on Thursday.

He added that 19 cases of exam malpractice had been recorded in the Nyanza, Rift Valley and Eastern regions.

He stated that these incidents included the use of unauthorised materials, misuse of electronic devices, impersonation, and early exposure of exam materials.

“In every instance, decisive actions have been taken, including the replacement of centre managers, supervisors, and invigilators, as well as the arrest and prosecution of over 22 individuals by the DCI.”

“There has also been the seizure of mobile phones and photocopied materials, and the deployment of KNEC officers for direct oversight,” Ogamba said.

He added that three centres had already received a warning letter from the Kenya National Examinations Council (KNEC), requiring them to submit compliance reports by Monday, November 12, 2025.

Ogamba assured members of the public that all reported cases are under active investigation by multiple agencies.

He warned that candidates found guilty of exam malpractice will risk having their results cancelled and the involved exam centres deregistered, and that enforcement in accordance with the KNEC Act will be enacted.

Environmental Disruptions

According to Ogamba, the ministry continues to monitor weather conditions affecting some parts of the country, causing floods and damaging roads.

He added that the Ministry of Education is working with the Ministry of Interior and the Disaster Response team to establish temporary collection points by enhancing escort routes and deploying helicopters.

“No candidate will miss their examination due to environmental disruptions. He noted, adding, “Necessary additional resources will be mobilised immediately to guarantee continuity of the national examination calendar.”
