NASA leader Raila Odinga has yet again been mentioned in dubious dealings amounting to millions of shillings.
In the latest audit report on Constituency Development Fund (CDF) by Auditor General Edward Ouko, Mr Odinga has been listed among eight former Members of Parliament whose constituencies lost millions through inflated contracts, overpayment and fictitious advance payments for dubious projects.
Mr Ouko listed Lang’ata, Gatanga, Kipipiri, Kangema, Kacheliba, Voi, Galole, Lurambi and Aldai as constituencies that had misappropriated the CDF funds during their tenure in the 10th Parliament.
According to the report, when Mr Odinga was the Langa'ata MP, a CDF employee worked underhandedly with three companies and a commercial bank to execute the scam.
“The fraud was perpetrated by a CDF employee between January 1, 2011, and April 30, 2012,” the report read in part.
Mr Ouko mentioned that during the former Prime Minister's reign in the area, which covered Kibera, bursaries for students were also not paid on time.
As per the audit report, cheques worth Sh1.3 Million for the financial year 2011-12 were 'unpresented', ran stale, were not recalled and were not written back to the cash book.
The late John Michuki (Kagema MP) was also implicated for inflating the construction of a library in the area by Sh3.1 Million while Gatanga's Peter Kenneth was on the spot after his CDF managers paid Sh1.2 Million for a funeral gear, just five days to the expiry of the term of the 10th Parliament.
"However, despite full payment for the said special funeral gear on January 10, 2013, through payment voucher No. 478, the items had not been delivered by the time of conclusion of audit on September 19, 2014, approximately eight months after payment had been made. The advance payment is contrary to public procurement regulations and financial regulations," the audit cited.
Elgeyo-Marakwet Senator Kipchumba Murkomen claimed that the NASA Principal pocketed about Sh100 Million from questionable contracts of National Youth Service (NYS).
