Embakasi East MP Babu Owino had a meeting with former Machakos Senator Johnston Muthama on Monday night following his arrest on incitement charges earlier in the day.
Babu was arrested on Monday evening in Kilimani before being taken to Directorate of Criminal Investigations (DCI) Headquarters on Kiambu Road for questioning.
He was later taken to Pangani Police Station where National Super Alliance (NASA) leaders including Suna East MP Junet Mohammed and Siaya Senator James Orengo paid him a visit.
The first-time MP spent the night at Pangani and is set to be arraigned in court today.
The controversial remarks were made at a NASA Rally in Kawangware on Sunday, where Babu told the crowd:"If Muammar Gaddafi was removed by citizens, if Laurent Gbagbo was removed by citizens, if Yahya Jammeh was removed by citizens, who are you? Wewe ni mtoto wa mbwa (You are the son of a dog)."
The remarks captured in a video that was widely shared online were understood to be an insult to President Uhuru Kenyatta.
Officers were studying the video clip with a view to bringing charges against him under the penal code.
The National Cohesion and Integration Commission (NCIC), however, noted that they would not be hunting Babu down for his remarks, stating that it fell outside of their mandate.
Commissioner Joseph Onsongo noted that abusive language from politicians does not always equate to hate speech.
Babu Owino took to social media before his arrest where he refused to apologize for his comments, stating that he had not mentioned any names. He further announced: "Calling someone mtoto wa mbwa (a puppy) is not an abuse."
Protests over his remarks took place in Kiambu town, Thika road and Githurai where angry residents called for his arrest.
Johnston Muthama was recently in court on hate-speech charges alongside Jubilee's Moses Kuria. The two spent a night at Pangani Police station and were released on a Sh 300,000 cash bail.
