Ezra Chiloba Makes 2 Damning Confessions Regarding 2013 Election

Independent Electoral and Boundaries Commission (CEO) Ezra Chiloba on Tuesday admitted that the electoral body made some glaring mistakes in the 2013 General Election.

Appearing before the Public Accounts Committee (PAC) of the National Assembly, Chiloba stated that the Ksh50 Million paid as cost of transporting election materials in 2013 polls was a fraud as the numbers were inflated.

This is after it emerged that the firm it contracted to transport the materials was registered in 2014 yet the payments were made in 2013.

The firm was neither contracted to do the supplies and available information shows that it was registered as a business name and not as a limited company.

Chiloba further revealed that IEBC still went ahead and paid Ksh250 Million to Face Technologies of South Africa despite kits used in 2013 polls failing to work.

This comes as it emerged that the poll body could not account for Ksh5.4 Billion in the 2015/16 financial year, according to the latest report by Auditor-General Edward Ouko.

Ouko also questioned why the electoral agency irregularly changed the specifications to the tune of Ksh1.6 Billion for the supply, delivery, installation, training, testing and commissioning of 30,000 electronic voter identification devices (EVIDs) in the 2013 General Election.

Earlier this month, IEBC Chairman, Wafula Chebukati seemingly blamed Mr. Chiloba over the Auditor General report which revealed that the Commission had inflated figures on tenders.

When questioned on the report, the IEBC boss noted that the matter rests with Chiloba, who is the accounting officer.

He further stated that just like after the nullified August 8 election, the report appeared to lay blame on Chiloba accusing him of the audit queries.
