Parliament to Remove Wafula Chebukati From IEBC - Aden Duale Confirms

National Assembly Majority Leader Aden Duale on Tuesday conveyed a two-step plan that will see Parliament remove Wafula Chebukati from the Independent Electoral and Boundaries Commission.

Speaking to the press, Duale explained that the Justice and Legal Affairs Committee would play a pivotal role in facilitating the ouster of Chebukati and the remaining two commissioners.

"Its now coming out clearly that the chair of the IEBC Wafula Chebukati, as the leader of the commission, has failed to give leadership and it is not the first time.

"He has proved beyond reasonable doubt that he cannot create a synergy with the secretariat headed by CEO Ezra Chiloba and other stakeholders such as you remember all political parties had an issue with IEBC and he has failed to create synergy with the other six commissioners," Duale explained.

The Majority Leader conveyed that Parliament would proceed to execute the second phase of the two-pronged plan by forming a selection panel to reconstitute the IEBC.

"The law is very clear on this, Chebukati and the remaining two commissioners cannot function as the IEBC. The whole commission is in disarray and there's no provision in law to provide for how a new IEBC should be constituted.

"The best option for the country is for us to pick up the pieces. Through the Speaker, I'll invite the Justice and Legal Affairs Committee to move with speed and see how to resolve the stalemate and if possible allow Chebukati and the two commissioners to have a transitional exit.

"Parliament has another 50 days to amend the First Schedule of the IEBC act and provide a mechanism in which a selection panel can be constituted. That selection panel is supposed to be sent to the president and sent back to the National Assembly for approval, once approved they'll start afresh the process of recruiting a new commission," he outlined.

The Majority Leader went on to assure the public not to panic at the situation at the IEBC and instead view it as an opportunity.

According to Duale, other commissions were constituted too close to the polls - Isaack Hassan's team in 2013 and the Chebukati team in 2016.
