Kenyans were on Wednesday left surprised after Opposition leader Raila Odinga gave an address at the 2018 Devolution Conference.

On the topics "Raila Odinga" and "MCAs", netizens discussed the tone of Raila's speech with most conveying that the former Prime Minister seemed to have sided with the government.

The former PM emphasised the role of the various players within the county had to play, highlighting the various ways in which governors, senators and MCAs had failed over the past five years.

"In the March 9th handshake, we identified corruption as an existential threat. We must deal with it at all levels. We must encourage whistle blowers. Soon the corrupt will find themselves on their own.

"Members of County Assemblies (MCAs) are constantly on so called benchmarking and team building trips that are essentially acts of bribery by the executive to have their agenda approved," Mr Odinga stated.

He further proposed a way in which the government could curb corrupt practices at county level using a three-pronged approach.

"My proposal is that we adapt a three-tier system that retains the current counties, creates regional govts and retains the national govt with a very clear formula for revenue sharing," he advised.
