MCAs Shout Down Moses Kajwang' During Legislative Summit in Mombasa

The Legislative Summit in Mombasa was disrupted temporarily as Members of County Assembly (MCAs) expressed their displeasure with an address from Homabay Senator Moses Kajwang'.

In the morning session of the summit, the county representatives urged senators to pass the Ward Development Fund which would give the MCAs car grants and mileage to support their effectiveness in running their offices.

The MCA's declared that senators should come clean on their stand on the bill threatening that anyone who opposes the bill "is an enemy of the county assemblies."

In a rejoinder, Kajwang' told off the MCAs warning them not to intimidate Senators to pass the Murang'a Senator Irungu Kang'ata sponsored bill.

"We will provide principles and framework for the establishment of the Ward development Fund as is described in the constitution.

"However, if you need some English lessons on differences between prescriptive and descriptive clauses, that is something we can discuss," the Homabay Senator quipped.

His remark was met with jeers from the MCAs in the summit with many demanding he withdraws his statement.

Nairobi Speaker Beatrice Elachi tried to calm down the county legislators to no avail.

Former South Mugirango MP Omingo Magara attempted to calm the situation but the MCA's could not be contained.

Senator Kang'ata intervened and apologised on behalf of Kajwang' as he assured the Ward reps the issue would be handled.

His attempts were futile as they continued to jeer until the Senate Majority leader Kipchumba Murkomen stood to speak that the MCA's retreated to listen.

Asserting his authority, the Elgeyo Marakwet Senator told the MCAs:  "I'm the one who will determine whether your bill will pass or not."

He tried to explain that it would be difficult for him to push the bill in the Senate without the support of the House.

"It takes a sober, a collaborative effort among senators and certain amendments to make a bill successful," he urged.

As such he asked the MCAs to use the tea break to ask Senator Kajwang' what he meant by his statement.
