National Assembly Clerk Opens PSC Chair Nomination Process to Public

National Assembly Clerk Michael Sialai on Wednesday invited members of the public to make written submissions that would go toward replacing Public Service Cabinet Secretary Margaret Kobia at the Public Service Commission (PSC).

In a statement, Clerk Sialai urged the public to submit memoranda on the suitability of Stephen Kirogo to the position of PSC Chair.

The advertisement from parliament noted that the crucial documents that could potentially lock out Kirogo from the commission must be a written statement on oath.

"Pursuant to Section 6(9) of the Public Appointments (Parliamentary Approval) Act, 2011, the Committee now invites interested members of the public to submit any representations by a written statement on oath (affidavit) with supporting evidence contesting the suitability of the said nominee for the appointment of office," the statement outlined.

Sialai noted that in the event that the nomination is contested, supporting evidence would need to be produced for the appointment to be revoked.

The clerk noted that Kirogo is scheduled to meet with the Committee on Administration and National Security on July 30 as part of the vetting process.

"The nominee should bring along his original academic and professional certificates, National Identification Card and other relevant documents and testimonials," he stated.

He further stated that Kirogo should bring letters and clearance certificates from the Ethics and Anti-Corruption Commission (EACC), Kenya Revenue Authority (KRA), Higher Education Loans Board (HELB), Directorate of Criminal Investigations (DCI) and any of the Credit Reference Bureaus(CRB).

The PSC chair's position fell vacant after President Uhuru Kenyatta nominated Prof. Margaret Kobia to the cabinet position she currently holds.

Mr Kirogo previously served as a member of the selection panel for the Salaries and Remuneration Commission (SRC) chair and PSC chair nominees.
