Auditor General Edward Ouko Raises Alarm Over Ksh4 Billion Missing in Woman Reps Fund

Nairobi Woman Representative Esther Passaris along with her counterparts from the counties have been tasked to account for Ksh4 Billion which was found to be missing from their financial records.

Auditor-General Edward Ouko in a report tabled on Thursday noted that the funds had been channelled to county committees through their offices for development projects.

Ouko reported that the county committees had failed to provide proper documentation for verification for the Ksh4,013,958,103.

"The board’s approved committee projects reports were not provided for audit verification.

"There was no accountability statements from the county committees and supporting documents for the payments made out of the funds from the county committees bank accounts.

"Records of the county committee’s bank accounts were not provided for audit examination. Consequently, it has not been possible to ascertain compliance with the funds’ regulations, receipt of funds and validity of payments out of these bank accounts by the county committees," the auditor's report read in part.

The Auditor-General further raised alarm over a Ksh23 Million emergency fund allocation that could not be traced.

The monies were allocated to the woman representatives after they raised complaints in parliament that they were being overlooked while their fellow Members of Parliament were allocated the Constituency Development Fund (CDF).

Through the Affirmative Action Social Development Bill, the woman rep's fund was set up to go towards reducing poverty and inequality through enhanced access to financial facilities for socio-economic empowerment among women, youth, Persons with Disabilities, needy children and elderly persons in the country.

The fund now acts as a standard by which their performance can be measured and rated.
