The Senate is now pursuing a new bill that will require all church leaders and teachers vetted to ensure that they are not connected to criminals.
Nominated Senator Naomi Waqo, in the Prevention of Terrorism Bill, proposed that the exercise be mandatory to ensure all leaders of institutions are liable for their members.
She further explains that Teachers, who are responsible of children, should be vetted to ascertain that they can properly handle them.
This, she states, will show that teachers can actually detect extremism behaviour and criminal mindedness of the children they manage.
"Schools administrators will be required to keep and update records of all their students, ensure teachers are trained to detect extremist behaviour in students and collaborate with key stakeholders in countering radicalisation," she noted according to The Star
The bill also proposes that the leaders of institutions in which members get radicalized will be held responsible.
Other senators, including Busia's Amos Wako, praised the bill expanding the competency questions it raises to cover the police service as well.
Isiolo Senator questioned the police force’s preparedness in detecting the extent of radicalisation someone has been subjected to. This included having proper equipment and skills as well as a competent judiciary system that can handle extremism.
Former Chief Justice Willy Mutunga had in 2012 proposed the vetting of Bishops and church leaders to ensure integrity.
The Prevention of Terrorism Bill, 2018, is an amendment of The Prevention of Terrorism Act enacted in 2012.
