DCI Boss Raises Questions Over Police Changes

The Director of Criminal Investigations George Kinoti held a crisis meeting in Nairobi with top DCI Commanders to discuss a brewing storm, brought by the changes launched by President Uhuru Kenyatta.

The 12-hour meeting was attended by officers in the ranks of Assistant Inspector General (AIG) and above.

The AIGs are regional commanders and Directors of DCI formations such as the training school and the Anti Terrorism Police Unit

They expressed concern over the proposed restructuring of the police force, which will put them under the authority of the Regional Police Commanders.

Under the new structure, they will report to the head of police in the area of command. This means at the county level, the DCI Chief will answer to an officer who is not from the Directorate.

In the past, DCI Chiefs in regions, counties and even police stations, have been independent and only answered to their bosses at the Department.

They pushed Kinoti to talk to the president and alert him of the existing quagmire.

A senior official was quoted by The Star stating, "The boss has ruled that at the moment we should work without any competition as he seeks an audience with higher authorities."

When announcing the new structure, Uhuru explained that the comprehensive changes were meant to deepen the transformation of the police.

He added that the new framework would clarify and simplify command and control to increase accountability and performance to make the servicemen more than equal to the threats facing the nation.
