Chinese Officials Offer Hefty Bribe to DCI Sleuths in SGR Ticketing Scandal Probe

The Director of Public Prosecution Noordin Haji has approved criminal charges against three Chinese officials in the SGR's Mombasa terminus.

In an announcement on Sunday evening, Haji has stated that the three Chinese attempted to bribe DCI investigators in a bid to compromise investigation at the Mombasa terminus.

The three were identified as Li Gen (in-charge of Transport)  Li Xiaowu-security manager and Sun Xin, a staff member.

Haji stated that the officers were offering DCI investigators bribe of Kshs 500,000 as an inducement to influence an ongoing criminal investigation at the SGR Miritini terminus.

"The three Chinese Nationals will be charged with the offence of giving a bribe contrary to section 5 (1) as read with section 18(1), (2) of the Bribery Act No. 47 of 2016," Haji's statement reads in part.

EACC detectives arrested the three on Friday and they are being held at Port police station in Mombasa awaiting trial on Monday.

Mombasa EACC boss George Ojowi revealed the Chinese expected in court are the officers-in-charge of transport at the Mombasa terminal, the security officer and a translator.

The ticketing scam involves manipulating the booking system operated by CRBC staff to split the ticket revenue between the Chinese railway operator and the cartel of insiders.

In the scheme, it is approximated that Ksh1 million worth of ticket money is stolen from the SGR.
