A supply chain assistant implicated in the first NYS scandal has been jailed over a fraudulent Kshs47.6 million tender.
Selesio Karanja, the supply chain assistant was slapped with a Kshs4 Million fine failure to which he will serve four years in jail.
Issuing the ruling on Thursday, Milimani Anti-Corruption Court chief magistrate Lawrence Mugambi ruled that Karanja had failed to uphold integrity and transparency in his duties leading to the irregular award of the tender to an unqualified company.
"He betrayed public trust which he was to safeguard by engaging in corrupt practise to manipulate procurement of goods at a public entity.
"Although he is a church elder, the honour bestowed by the church, he is expected to be a person of integrity and not to be involved in criminal act acts of fraud perpetrated by the smacks of dishonesty in the discharge of his public duties," Mugambi held.
Karanja was further barred from holding any public office.
The prosecution led by Lawyers Joseph Riungu and Hellen Mutellah proved to the court that Karanja, who was secretary to the tender opening committee fraudulently inserted the company's name, yet it hadn't qualified for the tender.
He had been arraigned alongside former PS Peter Mangiti and 22 others who were all acquitted.
The first NYS scandal involving Kshs791 Million was unearthed in 2015.
Then Devolution CS Anne Waiguru came under fire and was forced to resign over the scandal.
Businesswoman Josephine Kabura, who claimed to be Kirinyaga Governor Anne Waiguru's hairdresser, became infamous when the fraud was exposed.
Kabura became the sole winner of big NYS contracts to the extent that she would withdraw Sh100 million from a bank and carry it in cash.
