Treasury Cabinet Secretary Henry Rotich has been grilled by the DCI over involvement in Ksh65 billion stalled dam projects.
Rotich recorded a statement on Monday at the Directorate of Criminal Investigations over the Arror and Kimwarer multi-purpose dams in Elgeyo Marakwet County.
DCI boss George Kinoti intimated that Rotich had recorded a statement in the probe into claims of fraud in the two projects.
“It is a fact he recorded his statement over fraud at the Arror and Kimwarer projects valued at more than Ksh 65 billion.
“The probe is ongoing and we will recommend to the Director of Public Prosecutions on our findings,” Kinoti told Standard.
However, it is not clear if the CS was questioned as a witness or if he is under investigation.
The two projects are being financed through a loan from the Italian Government.
CMC di Ravenna, an Italian company, is constructing the Arror and Kimwarer dams at Kh38.5 billion and Ksh28 billion respectively.
“One director has signed an affidavit stating where money that had been paid for the construction of a dam went. It seems the money was paid as kickbacks to top State officials,” an official privy to the matter mentioned.
A team of investigators has been dispatched to Rome, Italy, to seek mutual legal assistance on the issue.
The team left on Wednesday to seek inclusion in a case in which the firm has filed for liquidation in Rome.
CMC di Ravenna is alleged to have paid a bribe of an unknown amount from a Ksh4.9 billion down payment it received last year for the design of a project.
