The Huduma Namba registration exercise in Kisumu city failed to kick off and was duly suspended by the County Commissioner, Pauline Dola.
Ms Dola disclosed to Citizen TV that the registration officials tasked with conducting the programme were nowhere to be seen on Wednesday.
"4 counties among them Kisumu and Tana river have not started the National Integrated Identity Management System (NIIMS) registration; so far over 150,000 people listed," Principal Secretary, State Department Of Interior Dr Karanja Kibicho affirmed.
She further added that they were yet to receive vital documents necessary for the successful implementation of the 45-day programme.
The Jomo Kenyatta Sports Ground Centre and Kasao Hall were cordoned off and the hundreds of residents who had showed up turned away.
However, Ms Dola went on to assure the county residents that exercise would resume as soon as they received the crucial documents.
Meanwhile, hundreds of Baringo County residents who had turned up to register for the Huduma Namba were left frustrated as they were turned away.
According to reports, the hitch in the exercise was as a result of faulty machines.
“At Iloti and Timboroa only 54 people had been registered by 12:30pm as several others in Mlango Moja were forced to go back home following the failure of the biometric network,” county officials revealed.
Makutano Assistant Chief Officers - Peter Kimani, Elijah Mungai and Milka Wangare indicated that there was not much that could be done until the technical glitches were fixed.
These mishaps come barely a day after President Uhuru Kenyatta led the launch of the registration exercise in Machakos County at the Masii Public Grounds.
