Services Paralyzed In Samburu as Entire Executive Charged

Samburu residents are having a tough time accessing county government services as all the members of the County Executive face corruption charges.

Governor Moses Lenolkulal was arrested on Tuesday over graft and despite being released on bail he was barred by the same court from accessing his office.

His Deputy, County Secretary, and chief officers were also arrested and arraigned in the anti-corruption court.

According to the county government act, in the absence of a Governor, the deputy is supposed to be in charge. However, the law is silent on what happens in the absence of both.

In this case, the County Secretary who is the chief administrator is also in police custody in a corruption case.

The County Officers though are yet to take a plea as the Chief Magistrate Douglas Ogoti recused himself from the case.

Ogoti withdrew after an application filed by the governor’s lawyer and the lawyers representing the County Officers accusing him of bias against their client.

The governor is accused of conspiring to commit a corruption offense with the county officers, which led to an unlawful payment of Ksh84,695,996 to his fuel company Oryx Service Station.

Magistrate Ogoti issued the governor with a bond of Ksh150 Million or a cash bail of Ksh100 million but the High Court reduced the amount to Ksh30 Million bond or a cash bail of Ksh10 Million.
