Chaos at City Hall as MCAs Vow to Cripple Sonko's Govt [VIDEO]

Nairobi County MCAs caused a stir at City Hall on Wednesday when they halted the County Assembly proceedings to protest against the Executive arm of the devolved unit. 

The chaotic legislators attempted to grab the mace but the Assembly sergeants were able to stop them in their tracks.

The mace is a symbol of the County Assembly Speaker's authority and is under the watch of the Sergeant at Arms.

The lawmakers were complaining that bursary funds had been delayed by Nairobi Governor Mike Sonko's arm of the county government and vowed to paralyse its operations.

The money, which was meant to facilitate needy students, had not been disbursed since 2018.

They chanted "no bursaries, no sittings" with some of them opting to sit on the floor of the House.

"We will not allow any business to proceed here until the bursary funds are released by the Executive. It is not a privilege but a right," declared Umoja I MCA Mark Mugambi.

John Kamangu, who was the Speaker of the day, hurriedly adjourned the session as the county legislators walked out of the Assembly to hold a brief meeting.

On Tuesday, the lawmakers called for the sacking of Education CEC Lucia Mulwa and also accused the County Assembly leadership of not doing enough to push for the release of the funds. 

In August 2018, Sonko wrote to the EACC and DCI asking the investigative agencies to probe the Ksh357 million bursary allocations but Nairobi County Director of Communications Jacob Elkana told Kenyans.co.ke that the findings were yet to be produced to pave way for the disbursement of the funds.

"H.E the Governor is not an investigating officer, his work is to issue directives to the grilling/probe agencies. He is very determined to see that Nairobians', moreso on matters education, children get quality education.

"He initiated an Electronic Fund Transfer on bursaries to avert cases of corruption. He has fought corruption firmly at City Hall and I can assure you in future more achievements will be witnessed," explained Jacob Elkana.
