Kisumu Finance CEC Nerry Achar Impeached

Kisumu's County Executive Committee (CEC) Member for Finance, Nerry Achar, was ousted from office on Monday.

This was after an impeachment motion tabled by Members of the Kisumu County Assembly proved successful.

He was expelled for flouting procurement laws in the purchase of the governor's vehicle, with the Assembly prompting the Directorate of Criminal Investigations (DCI) and the EACC to open a probe.

37 out of the 40 MCAs who voted, adopted the motion to eject him from office.

An ad-hoc committee had been set up to oversee the special sitting, with Achar given the opportunity to present himself over the weekend.

The special committee's Chairperson, Steve Owiti, who is the Kolwa East MCA, affirmed that an invitation had been sent out to the Finance CEC to either appear before the committee on Saturday or Sunday.

“For those two days, we were at the Assembly, waiting for the CEC but in vain,” he reiterated. Owiti went on to add that the committee members then made a unanimous decision to write a report and present to the Assembly, leading to Achar's impeachment.

Majority Chief Whip, Gard Olima, stated that Achar could have used the opportunity over the weekend to respond to the allegations.

MCA Owiti, who had instigated the impeachment motion, cited four grounds for the ouster, insisting Achar was not fit to hold a public office.

Among the allegations include incompetence and delays in reading the county’s budget, adding that the Finance CEC did not hold a relevant Degree in Finance and dwindling revenue collection in the county.
