Uhuru Trims His Right-hand Man's Powers

President Uhuru Kenyatta's recent reorganisation of government has clipped the powers of his Chief of Staff Nzioka Waita.

When Nzioka was appointed, as chief of staff he was made the head of the Presidential Delivery Unit. 

Established in 2015, the department was created to improve the coordination of government flagship programs, monitor, evaluate and report on and the timely fulfilment of the president's key development priorities.

According to Uhuru's latest Executive Order dated August 22, he moved the unit from its base at State House to the Ministry of Interior and Coordination of National Government.  

The president also transferred the Irrigation docket from the Ministry of Agriculture to Water, which will be renamed to Ministry of Water & Sanitation and Irrigation.

CS Kiunjuri's ministry will have to drop the term 'irrigation' from its name. 

Previously, it was referred to as the Ministry of Agriculture, Livestock, Fisheries and Irrigation. 

The Ministry of Public Service, Youth & Gender was also mandated to conduct public service performance management and monitoring.

"There is a compelling need to orientate the scope and mandate of various ministries, state departments and state agencies, to expedite the ongoing implementation of the transformative vision for a better Kenya espoused as the Big Four Agenda.

"It has become necessary to effect changes in the structure of the Executive, to embed operational enhancements in ministries, state departments and state agencies," President Kenyatta explained the changes.
