Ruto's Most Powerful Inner Circle

In his role as the country's second in command, Deputy President William Ruto cushioned himself with a powerful and witty team to aid his administration.

This elite team brags a vast wealth of experience and knowledge, with members from the team having attained high academic levels, served in various key government institutions, as well as chair government boards and have over 20 years of experience in service.

Below are the profiles of the men and women closest to DP Ruto and quite arguably, the team that wields all the influence needed to see the DP's goals are achieved.

Amb. Ken Osinde: Chief of Staff.

Prior to his appointment, Osinde served as Kenya's Ambassador to the Federal Republic of Germany and simultaneously accredited to the Republics of Bulgaria and Romania.

He was a Lecturer at the University of Nairobi in Linguistics and African Languages where he pioneered research and published on Sheng and youth languages.

Osinde holds a master's degree in Arts from the University of Nairobi and a Masters of Business Administration from the Eastern and Southern Africa Management Institute (ESAMI).

Amb. Daniel Waisiko Wambura: Principal Administrative Secretary 

He is an accomplished lawyer and a career diplomat with immense experience in public administration and multilateral diplomacy.

Wambura formerly worked as the director of the legal directorate in the Ministry of Foreign Affairs and International Trade. He held various positions in public service in the past which included the State Law Office, Electoral Commission of Kenya, Kenya Law Reform Commission and the Advocates Complaints Commission.

Wambura holds a bachelor of law degree from the University of Nairobi, postgraduate diploma in law from Kenya School of Law and an advanced certificate in legislative drafting from the University of London

David Mugonyi: Communication Secretary

Before taking up the position, Mugonyi served as the Chief Media Relations Officer at the Kenya Parliament.

He graduated from City University, London with a master’s degree in international journalism.

Mugonyi also holds a Bachelors Degree in Education (Linguistics and Literature) and a Diploma in Mass Communication both from The University of Nairobi.

 

Shadrack Mwadime: Secretary of Administration

Prior to his appointment, he served as the County Commissioner of Nairobi. He has also held other senior positions in the government as a Senior Deputy Secretary, District Commissioner and District Officer.

Mwadime has been a public administrator for more than 20 years offering leadership and coordinating Government's development projects in various ministries and been part of the National Security Advisory Committee secretariat.

He holds a Masters degree in Business Administration from Moi University, a post-graduate diploma in Business Communications, Business Training Limited (UK) and a Bachelor of Arts degree from the University of Nairobi.

Beverly Moss Koech: Secretary, Conflict Management and Peace Building

She coordinates peacebuilding activities and processes in Kenya; provides leadership in the designing of policies, program interventions, conflict management and represents the ODP in local and international engagements and forums on conflict management and peace issues. 

 

She holds a Master of Arts Degree in International Conflict Management from the University of Nairobi and a degree in Peace and Conflict Transformation from Daystar University. 

Patrick Omutia, Ph.D.: Special Secretary, Intergovernmental Budget and Economic Council (IBEC) Affairs

Prior to his appointment, Prof Omutia served in various capacities in corporate, public and private sectors, including as Principal Secretary in the State Department of Mining and that of Sports, Culture and Arts.

He has extensive experience in the fields of project management, human resource, finance, and ICT.

Dr. Korir Sing’oei: Legal Advisor

Sing'oei is an advocate of the High Court of Kenya and studied law and global public policy at the University of Nairobi, the University of Pretoria, South Africa, the University of Minnesota Law School and Tilburg Law School in the Netherlands.

He was a Fulbright scholar in 2007/8 at the University Of Minnesota School Of Public Affairs.

Sing’oei’s scholarly writings have been published in reputable international legal journals and edited volumes. His publication, Empowering Paradigms in African Property Law was published in December 2013 by the African Institute of South Africa (AISA).

These esteemed individuals are a pivotal part in enabling the Deputy President to fulfill his constitutional jurisdiction.
