Govt Clerk Worth Ksh500M on Ksh26K Salary

A clerk at the National Youth Service baffled investigators after they discovered that he was valued at a whooping Ksh 500 million despite earning Ksh26,000 per month.

According to a report by The Standard, Evans Wafula Kundu, who was attached to the mechanical and transport department is said to have illegally amassed the wealth during the looting spree at the state agency.

NYS lost an estimated Ksh468 million through dubious contracts and fictitious payments.

For the period between 2013 and 2017 when Kundu was earning a net monthly salary of between Ksh9,564 and Ksh26,300, he reportedly deposited a total of Ksh197,391,968 in his bank account.

He also allegedly acquired property estimated to be worth around Ksh350 million.

Kundu's lavish lifestyle with a modest salary was brought to light by the Asset Recovery Agency (ARA) as it sought to freeze the property.

On Friday, December 13,  ARA through lawyer Jennifer Gitiri obtained orders barring Kundu, his wife, Sylvia Ajiambo Onguru, daughter, Millicent Matingi Kundu, and their company, Mojisola Limited, from selling and or interfering with or transferring any of the property.

“A preservation order is hereby granted against the respondents, their employees, agents or any other person acting on their behalf from dealing in any manner with the listed property and parcels of land pending determination of the suit,” ruled Justice Mumbi Ngugi.

Justice Mumbi further ordered the registrar of lands to put a caveat on all land owned by Kundu. The director-general of the National Transport and Safety Authority was also ordered to put caveat on several vehicles owned by the suspect.

Among the assets owned by Kundu include an upmarket home in Runda that he bought at a whooping Ksh 90 million and a piece of land in Kasarani worth Ksh16 million.

A plot in Nakuru East valued at Ksh25 million, a four-storey residential building in Njoro and 40-acres of land in Trans Nzoia County were not spared.

The court also ordered that two plots in Kitale that he bought at Ksh16 million, another piece of land in Nairobi valued at Ksh6 million and his palatial home in Trans Nzoia be frozen, as ARA had alleged were acquired using proceeds of crime.

ARA also claimed that Kundu used the names of his wife and daughter to purchase properties.

The agency reported that he colluded with his two brothers to register companies that were in turn awarded NYS contracts and paid Ksh17 million.
