Kakamega Governor Wycliffe Oparanya Under Fire for Inflated Covid-19 Budget

Kakamega Governor Wycliffe Oparanya has come under scrutiny from lawmakers in the county who alleged that Covid-19 funds were being misused.

The county's Senator Cleophas Malala on Saturday, May 9, alleged that Ksh9.7 million had been used to renovate a Covid-19 isolation centre, which he stated was valued much less.

"When we go through their records, we notice that they have used Ksh9.7 million to renovate a ward. When you take a close look at what is being renovated, you will realise that the value is not even more than Ksh 1 million.

"How do you use Ksh10 million to renovate a building worth Ksh1 million?" Malala questioned.

He stated that he had visited the ward and noted that there was nothing extra-ordinary about the renovation. He added that the county needed to be transparent on how funds have been used.

"Individuals who were responsible for the first Ksh50 million emergency fund should tell us how the money was used, shilling by shilling," he stated.

On his part, Lugari MP Ayub Savula stated that the County Government of Kakamega needed to do checks and balances on how the county government spent the money. 

"We do not want wastage because we do not have any money," a visibly angry Savula declared.

The county's Health CEC Rachel Okumu stated that her office would go through financial statements to ensure that money was not misappropriated.

Further, the lawmakers warned the national government of over-borrowing and accumulating loans.

"It means Kenya has been put on the Credit Reference Bureau (CRB) internationally. Kenya cannot get a loan from any other donor apart from the International Monetary Fund because it deals with stability,' Savula concluded.
