Two Nurses Fined Ksh 18.4 Million For Corruption

An Anti-Corruption Court in Nairobi has Friday, 5th convicted two former senior Nursing Council of Kenya officials of various corruption offenses.

Elizabeth Oywer, a former registrar and CEO, was fined Ksh 6,930,000 or seven years imprisonment. Duncan Muisyo who was a former Finance Manager of the council was fined Ksh 11,530,000 failure to which he will serve a seven-year prison term.

The corruption offenses include conspiracy to commit corruption, abuse of office and fraudulent acquisition of public property.

The Ethics & Anti-Corruption Commission investigated the embezzlement of funds through a secret bank account.

This conviction comes just a day after the Solicitor General, Kennedy Ogeto declared that taxpayers would pay the Ksh7.6 billion illegal procurement tenders given by KEMSA.

On the Transparency International Corruption Perception Index (CPI), Kenya dropped by seven points and ending up listed among the most corrupt countries.

The CPI report detailed that corruption ranges from fraud that occurs at the highest levels of government to petty bribery that blocks access to services like health care.

In 2020, EACC recovered Ksh209 Million in cash and an estimated Ksh6.19 Billion in value of land and immovable assets.

The CPI report included the National Police Service, Public Service, land administration, tax administration and public procurement as some of the most corrupt institutions and areas in Kenya.

EACC commended the investigation team, evidence analysts and Office of Director of Public Prosecutions for contributing towards the conviction of the two.
