IG Mutyambai Outlines Punishment for Police Over Salaries & Loans

Inspector-General of Police (IG) Hillary Mutyambai has outlined punishment for police who would be found breaking new directives issued on salaries and loans. 

In a memo dated Tuesday, July 6, Mutyambai cautioned police against taking huge loans equalling a third of their total payment stating that those found culpable will face disciplinary action. 

These include being fired, barred from promotion and early retirement as they were accused of embarrassing the police service. 

"It has come to the attention of the Inspector General of National Police Service that many police officers have committed their monthly salaries to above a third of their basic salary, contrary to the Government regulations.

“This has impaired the efficiency, integrity and dignity of the police service," an excerpt of the memo read. 

Mutyambai added that the new measures would curb corruption and also protect police officers from being involved in integrity issues. 

"Some officers have indulged in corruption activities to fill the financial gaps,” Mutyambai warned. 

This latest caution comes at the backdrop of police being arrested by the Ethics and Anti Corruption Commission (EACC) after they were tied to graft cases. 

On Friday night, July 2, Molo OCS Ann Kanori was arrested by detectives at Molo Police Station. The OCS was charged with several counts of fraud and embezzlement. 

One case that attracted public interest was the loss of Ksh320,000 police cash bond stored at her house. Kanori alleged that her house help stole the money. Police, however, argued that the OCS worked in cahoot with the house help. 

Mutyambai has also barred police from having visitors in police lines without their bosses' written approval and also banned them from posting their complaints on social media. 

 In April 2021, Interior CS Fred Matiang'i prohibited police officers from having affairs and marrying each other while still serving under NPS.
