MPs to Probe Alleged KCPE Results Manipulation

The National Assembly has launched investigations into allegations of possible manipulation of 2020 Kenya Certificate of Primary Education (KCPE) results. 

This is after two parents petitioned Parliament, alleging that their analysis shows that the results indicated possible manipulations.

The petition was on July 4, committed to the Departmental Committee of Education chaired by Busia Woman Representative, Florence Mutua. 

The two parents, Mary Njoki and Isaac Njoroge, petitioned the National Assembly, asking it to review the law by the Kenyan National Examinations Council (KNEC), which prohibits access to marked exam scripts.

"The petitioners are concerned that the process for marking and release of KCPE examinations lacks transparency and is shrouded in mystery, due to the limitations imposed on the right to access information by Section 42 of the Kenyan National Examinations Council Act," reads the petition in part.

The parents allege that the law restricting people from accessing marked exams script is unfair, saying that it restricts aggrieved parties from authenticating marks achieved by their children.

The petition also alleges that private schools were better prepared than public schools and that the results could have possibly been externally manipulated during the marking period. 

The parents presented their children's progressive school reports, which showed there was a significant deviation from their normal performance in the KCPE.

The two parents, on behalf of their children, argued that private schools had heavily invested in ICT and that public schools lacked the capacity to continue with online classes during Covid-19, consequently challenging their better performance. 

This comes as other parents of Form One students also allege manipulation of the National Education Management Information System (NEMIS) when students were turned away from schools they had received an admission letter from.

Education CS George Magoha released the Kenya Certificate of Primary Education (KCPE) on Thursday, April 15, at Mtihani House in Nairobi.

CS Magoha, on Monday, August 2, extended the KCPE and KCSE registration deadline by two weeks to Saturday, August 14.
