Speaker Muturi Throws Out Fatuma Gedi's Bag Full of Evidence

The National Assembly Speaker, Justin Muturi, has thrown out the evidence presented in Parliament by Wajir Woman Representative, Fatuma Gedi, alleging that Deputy President William Ruto grabbed public and private parcels of land.

While issuing a communication from the chair on Tuesday, May 10, Muturi termed the documents as inadmissible owing to the fact that they were not certified.

The Speaker ruled that the documents - which Gedi delivered dramatically in a suitcase - failed to comply with the requirements of the House and could not be authenticated.

He ordered that the copies tabled before the House be returned to her.

"In this regard, I rule that the documents are inadmissible for failure to meet the threshold set by the rules of admissibility that I have highlighted. Consequently, I direct that the documents tabled by the Hon Member during the Sitting of the House of April 14, 2022, be expunged from the records of the House forthwith. 

"I also direct the Clerk to return the documents to the Hon Member at an appropriate time. To this end, this matter is spent in terms of Standing Order 91 and there shall be no further substantiation by the Hon Member or debate on it," Muturi ruled.

Further, the Speaker suspended Embakasi East Member of Parliament, Babu Owino, from attending any parliamentary proceedings for five days for disorderly conduct during the session leading to an adjournment.

Muturi pointed out that he restrained himself from invoking Standing Order 111 which stipulated that Members who refuse to withdraw from the Chamber when they are required to do so shall be suspended for a minimum of 21 days and a maximum of 90 days. 

"Hon Members despite calls from some of you for me to enforce this particular provision, I restrained myself from invoking Standing Order 111 on that day for purpose of good order," Muturi noted. 

He noted that Babu Owino shall be barred from accessing Parliament during the five days and the order be enforced by the Sergeant-at-Arms.

The session ended prematurely after Babu Owino refused to withdraw from the Chamber on orders from the Speaker.
