Two Key Changes Ruto Made While Amending Uhuru's Executive Order

President William Ruto reorganised the government in his Executive Order No 1 of 2022. 

The head of state also amended Executive Order No. 1 of 2020, issued by his predecessor, Uhuru Kenyatta, on January 14, 2020.

In his presidential directive, Ruto rebranded communications departments as he started to shape his legacy. 

The Presidential Strategic Communication Unit (PSCU) was renamed the President Communication Service (PCS), tasked with relaying communication from the Office of the President (OP).

PSCU

Uhuru adopted the name PSCU after assuming office in 2013, renaming it from the Presidential Press Service (PPS) under the late Mwai Kibaki, Kenya's second President. 

Additionally, Ruto maintained the office of Deputy Head of the Presidential Communication Service and State House Spokesperson. 

The Spokesperson's office is currently headed by former Citizen TV anchor, Kanze Dena.

Further, the President renamed the Presidential Delivery Unit (PDU) to Government Delivery Unit (GDU).

The government institution formed in 2015 by Uhuru was also moved to the Office of the Chief Cabinet Secretary under Musalia Mudavadi. 

PDU, under Uhuru, was under outgoing Interior Cabinet Secretary Fred Matiang'i, who was tasked with coordinating government programmes and ensuring that projects launched by Uhuru were accomplished on time.

Ruto is yet to name holders of the key offices that will disseminate information in his administration. 

Among those positioned to take up the communication roles include former Citizen TV Hussein Mohammed - who served as the William Samoei Ruto (WSR) communications director and Ruto's long-time strategist, David Mugonyi. 

Digital strategist Dennis Itumbi and Ruto's spokesman, Emmanuel Talam, may also be part of the team.
