The United Democratic Alliance (UDA) Disciplinary Committee summoned Kericho County Assembly Speaker Patrick Mutai over the chaos that rocked the house during a special sitting.
In a letter dated Friday, January 13, the chair of the committee, Charles Njenga asked Mutai to appear before the committee to explain why he ignored an order the party had issued express guidelines on.
Mutai was asked to physically appear before the disciplinary unit at the UDA headquarters on January 20.
"The committee communicated unequivocally its position regarding the house leadership and gave clear directions to guide its members in proceedings relating thereto.
"You failed to guide the house in giving effect to the party's clear directions in the matter and as a result, there arose confusion, confrontation, violence, and commotion," the letter read in part.
According to Njenga, Mutai's failure to handle the matter led to the compromising of the party's interests, dignity, and reputation.
Mutai also stands accused of violating the code of conduct as stipulated not only in the party constitution but also in Article 75 of the Constitution of Kenya.
"As a member of the party, you are expected to conduct your affairs in a manner that promotes its image, interests, and accords to its values and principles, a duty which you failed to discharge in this instance," the committee wrote.
The county speaker was informed that he will be mandated to answer to additional complaints made against him during the hearing and was given the option of bringing with him an advocate.
Chaos broke out when the house was called to debate the replacement of MCA Paul Chirchir as the leader of the majority with Kamsian Ward lawmaker Philip Rono.
The scuffle caught the attention of UDA leader, President William Ruto who shamed the ward representatives over their battle for supremacy.
