Matiang'i Refuses to Honour DCI Summon; Explains Why

Former Cabinet Secretary for Interior Fred Matiang'i failed to appear before the Directorate of Criminal Investigations (DCI) on Friday, February 24.

The former Cabinet Secretary was summoned by DCI on Thursday, February 23, 2023, to answer questions over the alleged raid by unidentified police officers at his Karen home.

Speaking exclusively to Kenyans.co.ke on Friday, February 24, Matiang'i's lawyer, Danstan Omari, watered down the summon, arguing that it was inconsequential. 

"There are no valid summons for him to attend," Omari stated, but played cagey with more information around the saga.

Matiang’i was asked to avail himself at 9:30 am to record a statement. Senior DCI sleuths were already on the ground waiting to receive him.  

The summon came against a court ruling in which Justice Justus Bwonwong'a on Thursday, February 23, extended an anticipatory bail barring DCI from arresting Matiang'i.

According to court documents, the anticipatory bail will expire on April 19, 2023, when trial court judge Kanyi Kimondo will hear and determine the matter.

Director of Criminal Investigations (DCI) Amin Mohamed was yet to issue a statement on Lawyer Omari's response to the summons. 

DCI officers are investigating multiple reports claiming that unknown police officers allegedly surrounded the home of former CS, on February 8, 2023, seeking to arrest him. 

On Wednesday, February 15, 2023, a contingent of armed police officers visited home of the former Interior Cabinet Secretary to recover CCTV footage from the previous raid.

The multi-agency security team drawn from various security units explained that they were investigating a case of alleged attempted robbery contrary to Section 297 of the Penal Code.

On Tuesday, February 21, 2023, the DCI summoned Matiang's' Lawyer, Danstan Omari, after he was accused of propagating false claims in the Matiang'i home raid saga. 

However, Omari later obtained an order barring the officers from the Directorate of Criminal Investigations from arresting him.

Former Prime Minister, Raila Odinga, argued that the police were on a witchhunt, hell bent on frustrating the former CS, aligned with President (Rtd) Uhuru Kenyatta.
