President William Ruto, on Wednesday, April 12, appointed Douglas Kanja Kirocho as the Deputy Inspector General of the National Police Service (NPS).

In a statement, the president also approved several changes by Inspector General Japhet Koome

"The President has, on this 12th day of April 2023, and following the recommendation of the National Police Service Commission, caused the appointment of Douglas Kanja Kirocho as the Deputy Inspector-General, Kenya Police," read part of the statement issued by Felix Koskei, Head of Public Service and Ruto's Chief of Staff.

Kanja was a former commandant of the General Service Unit (GSU). He was promoted in 2018 after serving as deputy commandant 

Furthermore, Bruno Isohi Shioso was appointed as the Director General, of the Kenya Coast Guard Service under section 17(1) of the Kenya Coast Guard Service Act.

Shoiso was among the shortlisted 12 individuals to replace Edward Mbugua who retired after attaining the mandatory retirement age.

He served as the police spokesperson before he was replaced by Resila Atieno in November 2022.

Before his appointment to the Kenya Coast Guard Service, he was the commandant of the National Police Service Training Campus in Kiganjo.

Meanwhile, others listed were Gideon Nyale, Eliud Kipkoech Lagat, and Ranson Loimodoni. They were appointed as Commandant Kiganjo Police Traning Institute, Commandant General Service Unit, and Director of Operations respectively.

According to the National Police Service Act, the deputy IG must be a Kenyan citizen, have a degree, meet the requirements of Chapter Six of the Constitution, is a serving police officer of or above the rank of superintendent of police among other requirements.

"Whenever a vacancy arises in the office of a Deputy Inspector-General, the Commission shall, within fourteen days from the date the vacancy occurs, by notice in the Gazette and at least two daily newspapers of national circulation, declare the vacancy for the position of the Deputy Inspector-General and request
for applications," reads part of the act.
 
Some of the functions of the deputy IG include implementing policies and directions of the service in relation to the NPS, preparing the budget, planning, and provision of support for the service, undertaking training in NPS, providing internal oversight of the NPS, etc.
