Justin Muturi's Office on the Spot Over Ksh 45M Donation

Solicitor General Shadrack Mose was grilled on Tuesday, April 18, by the Public Accounts Committee (PAC) over the spending of a Ksh45 million donation to the State Law Office under the office of Attorney General Justin Muturi.

The watchdog committee chaired by a nominated member of parliament, John Mbadi, quizzed Mose, demanding answers on why the State Law Office did not account for the donation.

It was established that the money was donated to the country by a European firm to support the legal empowerment and support delivery programme.

"It is disturbing that such an office cannot adhere to the law by preparing financial statements indicating how the money disbursed by the donor was spent," Mbadi stated.

He made the sentiments following a report tabled before the committee by the office of the Auditor General which noted that the funds were unaccounted for.

The committee further observed that it was a trend in other government offices where leaders failed to account for donor funds.

In his response, Mose defended the State Law Office, arguing that the financial statement was not availed to the Auditor General because, by the time of the audit, the project was in it's initial phase and had not taken off in its entirety.

He however insisted that the Ksh45 million donor fund was fully accounted for.

"I want to confirm to the Committee that the financial statement has been prepared and presented to the Auditor General as required," Mose told the committee.

Further, Mose defended the office over unfair employment practices, where he indicated that its policy was being followed strictly.

While responding to the query, Mose stated the staff had been inherited from the office of the Attorney General.

"We have resolved the issue by ensuring regional balance in distribution of employment slots," he stated.

That was after the Auditor General report showed that the Business Registration Service department had 130 employees, out of which 46 were from the same community.
