PS Cornered Over 1 Kilometer Road Costing Ksh64 Million

Public Accounts Committee (PAC) Chairperson, Nominated MP John Mbadi, on Friday, May 5, raised the alarm over misuse of donor funds.

In a meeting with the  Principal Secretary State Department for Housing and Urban Development, Charles Hinga, Mbadi argued that the funds were meant for housing and upgrading cities and municipalities.

The committee also established glaring gaps in the audited financial reports.

From one of the municipalities in Bomet, a contractor spent Ksh64 million to construct a one-kilometre of road.

"At the time of the audit, a total of Ksh64,240,612 had been paid for upgrading the Chibirir-Bomet University Road. However, physical inspection revealed that the road works had not been completed," the report read in part.

According to the auditor's report before the committee, billions of donor money for other projects was lost mysteriously.

Due to the exposé, Mbadi directed Hinga to be vigilant in financial management and root out officers diverting donor funds for personal use.

"You must deal with such officers to motivate donors to bring money to supplement the government's efforts to upgrade the cities and municipalities for the benefit of the residents," Mbadi insisted.

Furthermore, to avoid losing billions of shillings in different counties, Mbadi directed ministries to report corrupt individuals to the committee for disciplinary action to be taken. 

"The country is losing billions of shillings because professionals have let down the State. They help other rogue officers and contractors to loot public funds," Mbadi lamented.

This came weeks after the committee grilled the State Law Office under the office of Attorney General Justin Muturi for spending Ksh45 million in donations

Reportedly, the money was donated to the country by a European firm to support the legal empowerment and support service delivery program.

The Solicitor General Shadrack Mose, however, stated that the funds could be accounted for and that financial statements were prepared and presented to the Auditor General.
