On February, 19, 2021, education experts and stakeholders urged the then Education Cabinet Secretary George Magoha (now deceased) to spearhead the creation of special schools for students caught engaging in crime.

Calls to apprehend students came after a consultative workshop to deliberate on the way forward in light of increased cases of unrest in schools.

"Create alternative schools for children who even after all efforts by the teachers and parents don't comply with the school rules," stated Nicholas Maiyo, the chair of National Parents Association.
