Orengo Hands Deputy More Responsibilities After Impeachment Attempt

Siaya Governor James Orengo has expanded his deputy William Oduol's responsibilities by naming him part of the Siaya County Budget Economic Forum

In a Gazette notice dated Friday, July 6, Orengo appointed the DG alongside other county officials in line with Public Finance Management (County Governments) Regulations 2015. All the members will serve for three years.

The team will be involved in the consultation process during the preparations of the county plans, the County Fiscal Strategy Paper, and the Budget Review and Outlook Paper for the county on matters of budgeting, economy, and financial management.

Other roles include coordinating and collecting views from the public during the budgeting process, improving the harmonisation of project implementation as well as funding and assisting the county to analyse and identify its priorities as they budget for programs, and improve coordination between citizens and government.

Oduol Impeachment

The new responsibilities came weeks after Oduol survived an impeachment attempt related to corruption charges.

Members of the Siaya County Assembly had accused the DG of ignoring the procurement laws and coercing the procurement officers to bend procedures to manufacture graft loopholes.

Odoul was also accused of buying an office seat at Ksh1.1 million which was presented in the Senate as evidence against the DG.

On June 8, 42 Members of the Siaya County Assembly voted to impeach Oduol from office after the claims against him were substantiated.

However, on June 26, the impeachment motion was dismissed by a majority of senators at the Senate in a declaration made by Speaker Amason Kingi.

"The net effect of this vote is done under Article 181 of the Constitution. It is important to state that the Senate has failed to impeach the Siaya Deputy Governor William Oduol, and he will continue to hold office," Kingi ruled.
