Cars & Guns: 5 Special Treatments Ruto Is Giving Visiting Presidents

Over 24 presidents are in the country for the climate change summit and Kenya has lined up a number of privileges including being allowed to bring in their own firearms among others.

According to the protocol guidelines for the African Climate Summit seen by Kenyans.co.ke, the visiting presidents will also enjoy a fleet of vehicles in their motorcade including vans to carry their luggage.

The presidents and other state VIPs are in the country for the summit which began on September 4 - 6.

Arrival
Upon arrival at the Jomo Kenyatta International Airport (JKIA), the visiting heads of state will receive presidential treatment including a red carpet, a military guard of honour, and flowers presented by chosen flower girls.

The African Union (AU) anthem will also be played at the airport.

According to the protocol,  the presidents will be received by a senior government official i.e. cabinet secretaries, the Chief of Protocol of Kenya, the Chief of Protocol of the African Union Commission (AUC), and a maximum of five diplomatic staff from respective Embassies.

Transportation

As per the summit guidelines, the leaders will be entitled to a motorcade of seven vehicles in addition to police riders who will take the lead.

The seven vehicles include; a VVIP Car, a backup car, two security cars, a car for protocol/liaison, a police lead car and a luggage van.

Spouses of the presidents on the other hand will be accorded four cars including a VVIP car, a protocol car, one police lead car, and a  VVIP security car.

Accommodation 
During the two-day summit, the Presidents will be hosted at various high-level hotels in the city.

"Delegations led by Heads of State will get a presidential suite, junior suite and two standard rooms in a five-star hotel from September 3 -7.

Vice Presidents or Prime Ministers will get a junior suite and two standard rooms in a five-star Hotel during the same period.

Security 
In terms of the security of the visiting Presidents, their security personnel will be allowed to bring in their guns. However, they will undergo strict regulations including registration and the award of a temporary firearm licence.

For instance, the list of firearms will be forwarded to the Ministry of Foreign Affairs led by CS Alfred Mutua 72 hours prior to their arrival.

Details required by the government include the type of firearm and ammunition, serial number of the firearm, and quantity of ammunition among others. The same details will have to be counterchecked during departure to account for the firearms.

"On exit, the temporary firearm certificate should be surrendered after the firearm and ammunition are inspected and verified.

"Kenyan Security Agencies will be in charge at the conference venue and will provide guidance to all other Security. However, armed security personnel will not be allowed access to the meeting rooms," read the protocol in part.

Aircraft
The leaders will also be allowed to come with their own aircraft whose details will have to be cleared prior to the visits.

Some of the aircraft details required for registration include the type of aircraft, names of passengers and nationality, route of flight - point of departure and destination and dates of time of arrival and departure.
