Major-General Aphaxard Muthuri Kiugu Bows Out as EACRF Completes Mission in DRC

In a poignant ceremony at the East African Community (EAC) headquarters in Arusha, Tanzania, Major-General Aphaxard Muthuri Kiugu bid farewell, symbolising the conclusion of a year-long military intervention in the Eastern Democratic Republic of Congo (DRC) aimed at restoring peace and stability.

The distinguished Kenya Defence Forces military officer handed over the EAC Flag and mission instruments to the Secretary-General Hon. Dr. Peter Mathuki.

Major-General Kiugu, known for his towering and athletic stature and a smile that conceals his stern demeanour, played a crucial role in leading the multinational force, which included troops contributed by Kenya, Uganda, South Sudan, and the Republic of Burundi.

Deployed in November 2022, the force's mandate was to "contain, defeat, and eradicate negative forces" in the Eastern DRC.

As the East African Community Regional Force (EACRF) concluded its mission, responsibility shifted to troops drawn from the Southern African Development Community.

During the official transfer ceremony on January 26, 2024, Major-General Kiugu emphasised that the exit of the EACRF did not signify the end of the region's pursuit of lasting peace.

“While the exit of the EACRF does not signal the end of the desire for lasting peace and stability in Eastern DRC, we call upon the region to do more in addressing the ongoing conflicts, including transnational threats of terrorism, the proliferation of small arms and light weapons, and cross-border conflicts,” Major-General Muthuri Kiugu said.

Dr. Mathuki commended the EACRF's unwavering commitment, acknowledging their role in protecting civilians, supporting humanitarian agencies, and facilitating access to populations in need. 

He also underscored the EAC's dedication to peace and security, evident in the successful deployment in the theatre of operation.

Assuming the role of Force Commander in May 2023, Major-General Kiugu faced a daunting task, succeeding Major-General Jeff Nyagah. Analysts initially deemed the mission impossible due to the intricate geopolitics and volatile environment of the Eastern DRC.

Under Major-General Kiugu's leadership, EACRF achieved notable successes despite limited resources. The force facilitated the M23-FARDC ceasefire, dominated areas threatened by armed groups, and partially opened Main Supply Routes within the Joint Operation Area.

Analysts credit the charismatic General's superb leadership, command, and management style for these achievements, emphasising his diplomatic skills honed through military education and international experience.

Major-General Kiugu, a humble officer with roots in the Igoji Division of Meru County, expressed gratitude to the EAC strategic leadership for unwavering support and guidance during the mission period.

The handover flag ceremony marked the end of a chapter in the inaugural regional peace support initiative, highlighting Major-General Kiugu’s exemplary service to the cause of peace and stability in East Africa.
