Govt to Establish 2 New Colleges for Testing School Teachers

The National Government has unveiled plans to set up two new colleges that will be used to offer training for teachers, managers and administrators of basic education institutions.

This is according to the Basic Education Bill of 2024, which seeks to streamline systems and the structure of basic education. 

The two schools will be known as the Kenya Teacher Training College and the Kenya School of Teacher Education and Management. 

According to the government, basic education includes; pre-primary school, primary school, junior school, senior school and teacher training institutions.

As outlined in the Bill, all teachers, managers and administrators must undergo the training whether in private or public institutions. 

Kenya Teacher Training College

According to the Bill, a person shall undertake pre-service teacher education prior to registration as a teacher under the Teachers Service Commission Act. 

“The functions of the College shall be to conduct pre-service teacher education and provide facilities for pre-service teacher education,” the Bill states. 

Other functions of KTTC will be to conduct research and provide consultancy services in pre-service teacher education as well as collaborate with other relevant institutions in the provision of pre-service teacher education.

The Kenya Institute of Curriculum Development will be mandated to come up with programmes, curricula and support materials for the college. 

Further, The Ministry of Education has identified the Kenya National Assessment Council as the body responsible for testing the teachers and the subsequent offering of certificates and diplomas to the graduates. 

The Kenya School of Teacher and Education Management

This college will be meant for education managers and administrators in basic education where they shall undergo capacity building.

The headquarters of the college shall be in Nairobi but branches may be set up in other parts of the country as deemed necessary by the Ministry of Education.

“The functions of The School shall be to collaborate with the TSC and other relevant Government agencies to develop and evaluate capacity-building programmes,” the Bill indicates. 

Another function of the college will be to collaborate with TSC and other relevant Government agencies to conduct capacity building of registered teachers, education managers and administrators in basic education. 

Additionally, the college will offer induction courses to newly appointed members of the County Education Board, Boards of Management and Parents Teachers Association.
