Anne Waiguru Ordered to Appear Before CID, Case Details Revealed

Devolution Cabinet Secretary Anne Waiguru has been directed to record a statement with the Directorate of Criminal Investigations (DCI) over the National Youth Service scandal.

The Director of Public Prosecutions Keriako Tobiko, through a statement released on Friday, noted that CS Waiguru had not recorded any statement with the investigations department since the start of probe into the Sh800 Million NYS scam.

The DPP further stated that certain aspects of the NYS graft raised in the file fall under the mandate of the Ethics and Anti-Corruption Commission (EACC).

“I have therefore directed the EACC be invited to join the prosecution team to participate in the review of the file in order to determine matters falling under its legal mandate,” the DPP stated.

Tobiko pointed out that from the evidence collected, huge deposits and withdrawals were made to and from bank accounts belonging to several suspect companies and individuals in Family bank.

“All these accounts are domiciled in Family bank, KTDA branch. It is not clear from the file how such huge deposits and withdrawals could have been made without the suspect transactions reported to the Financial Reporting Centre (FRC) and or the Central bank of Kenya as required by law,” the DPP said.

He also noted that no statement had been recorded from any official from FRC or Central Bank of Kenya.

CS Waiguru had previously revealed names of 22 Government officials who should be investigated over the scam. However, according to the DPP, of the 22 government officials to be charged by the DCI, only two have been interrogated and recorded statements as suspects.

Tobiko stated that the others had recorded statements as potential prosecution witnesses.
