CORD Makes 6 Demands Over Double Registration of Voters

The CORD coalition has made six demands to the Independent Electoral and Boundaries Commission (IEBC) after the poll body admitted that 128,926 registered voters shared ID and passport numbers in the electoral body's register.

In a press statement issued on Tuesday, the Opposition called for disciplinary action against the IEBC secretariat over what it termed as 'criminal activities'.

CORD also noted that the IEBC's software that had allowed double registration should be audited.

"That an audit be conducted of the software being used by the Commission that clearly lacks a default mechanism to prevent double ID registration. For instance, if you attempt to register a gmail or yahoo address that is already in use, the system default is to decline registration. The IEBC system should work the same way," the statement read in part.

CORD highlighted that the electoral body must demonstrate to Kenyans that it was working as per the regulations outlined in the Election Laws (Amendment) Act 2016.

"That the Commission demonstrates to Kenyans the reasonable steps it is taking towards the realization of a biometric audit of the voter register in line with the Election Laws Amendment Act 2016,” the statement continued.

The Raila Odinga-led team further condemned IEBC for withdrawing the SMS service used to verify whether a person has been registered as a voter highlighting: "there be an immediate retraction on the misguided directive to suspend the voter verification SMS query code 22464".

"If the Commission wishes to build trust and confidence amongst all stakeholders ahead of the forthcoming elections, they have to conduct the business of election preparation in an open and transparent manner," the Opposition noted.

CORD reiterated that the audit of the voter register be conducted by an internationally recognised firm.

It further ordered the Commission to publish the modalities it will be using to consolidate the various voter registers from 2013.

On Tuesday, new IEBC Chairperson Wafula Chebukati admitted that there was a mix-up in the registration noting that the mistake had emanated from errors in its data entry.

Chebukati assured that the Commission was investigating the cases to ascertain how double registration occurred and also correct the mistakes.

"The commission will also make available the register for verification once the registration is complete. Those who are registering twice should get the message that we shall take the necessary action," declared Chebukati.
