Emmanuel Mwagambo Fails to Appear Before Parliamentary Finance Committee

A Nairobi lawyer on Thursday sparked anger in the National Assembly following a letter he wrote to the August House.

Emmanuel Mwagambo, who had petitioned Parliament to remove Auditor-General Edward Ouko from office, was supposed to appear before the Finance, Trade and Planning Committee to present his case.

However, despite the Committee meeting to listen to the petition, Mwagambo snubbed the session and instead sent a letter claiming that he was fearing for his life.

Reading the letter to the MPs, Committee chairman Benjamin Lang'at stated that Mwagambo further set out conditions which should be adhered to before appearing before the House.

The lawyer indicated that if he is to honour the summon, he should first be allowed to make a written submission regarding the matter and the session should be conducted away from the press.

This seemingly irked the parliamentarians who criticised him for failing to turn up despite there being provisions to protect him from the media.

"He has to appear in person and number two, our Standing Orders provide for situations where we can hold proceedings in camera," maintained Lang'at.

This was reiterated by other members including nominated legislator Oburu Oginga, Mary Emaase and Shakeel Shabbir who appeared angry by the conditions set by the lawyer.
