Muteshi who is described as a trusted man held the key position having risen through the ranks over the years.

In 2017 while giving an address he advised legislators to be careful with foreigners as they could be spies for their countries.

“Be very careful what you share with diplomats, they are intelligence officers,” Mr Muteshi cautioned the new crop of legislators.

He added that national security was a priority in all fronts citing urban areas such as and border counties of Mandera, Wajir, Garissa and Lamu as hot spots for terrorist activities.

“What makes the threats dangerous is that they are targeting churches, malls, schools and other public places. But the success against this, is the multi-agency approach we have adopted to deal with them,” he explained.
