EACC Report Reveals 10 Most Corrupt Offices in Kenya

The Ethics and Anti-Corruption Commission (EACC) on Monday published a report revealing the offices with rampant corruption cases in 2017.

In the launch of the survey at KICC, EACC reported that the Chief’s office which encompasses sub-chiefs of a location was the most affected with 17.2% engagement.

This was closely followed by Regular police and/or police stations recording 16.4% corruption and then the Registrar of Persons office came in third at 10.5%.

The County Health Department then follows at 7.6% with the Ministry of Lands closing the top 5 most corrupt Kenyan offices at 6.1%.

This comes after the commission revealed a significant drop in Corruption and Unethical conduct from 79.4% in 2016 to 70.4% in 2017.

Here is a list of the most corrupt offices in Kenya.

  1. Chief’s and Assistant Chief’s Office – 17.2%
  2. Regular Police and Station Officess – 16.4%
  3. Registrar of Persons Offices – 10.56%
  4. County Health Department – 7.6%
  5. Ministry of Lands – 6.1%
  6. Ministry of Health – 5.4%
  7. Huduma Centers – 5.1%
  8. County Commissioner’s Office – 4.9%
  9. Constituency Development Fund Office – 3.9%
  10. County Government Offices – 3.5% 

Corruption is, however, the issue affecting Kenyans the most with 43.6% of them acknowledging followed by Poverty 37% and Unemployment 32%.

Corruption jumped two places from the third position in 2016 to top of this year's list.

Chiefs and Assistant Chief’s offices are mandated with control of crime and issuing minor licenses such as that of noise extent in their areas of jurisdiction, whereas police officers and their offices are tasked with maintaining law and order in the society

In response, most people noted that they engaged in bribery so as to hasten the services and 78% further added that they would not participate if they had any other choice.

The survey was carried out between September 18 and October 24, 2017, covering 47 counties with 1577 respondents and 15 key informants with a goal of providing data for an anti-corruption strategy in the country.
