The National Assembly resumed its sittings on Tuesday, February 12, after a long recess for the Christmas holidays.
According to Leader of Majority Aden Duale, the replacement of the Inspector General of Police Joseph Boinnet is on the top of the agenda of the house, which has many items that need to be addressed.
This in consideration that IG Boinnet’s single four-year term in office is scheduled to end in March 2019.
Before a suitable replacement for the IG is found, however, the House will have to consider nominees for placement at the National Police Service Commission (NPSC).
Once the NPSC is properly constituted, it will call for applications of suitable candidates for the position of the Inspector General.
So far, names that have surfaced as possible replacements for the IG include Edward Njoroge Mbugua, the Deputy Inspector General of police and Noor Gabbow, who is the head of Administration Police.
The president may also appoint the National Intelligence Service Director General Philip Kameru, Director of Criminal Investigations George Kinoti, or one of the insiders at State House.
A review of the situation thus far shows that there is intense lobbying for Gabbow and Mbuguato to succeed Boinnet after they were appointed to their positions in 2018 after the firing of Joel Kitili (Deputy IG in charge of police) and Samuel Arachi (Deputy IG in charge of AP).
The Commission will submit the name of a preferred candidate to the president who will, in turn, send it to Parliament for consideration.
Among it's top Agenda, the Jubilee Party will be concerned with extending terms of members Amos Kimunya, Joyce Akai Emanikor, Shadrack John Mose, and Kawira Mwangaza in the House business committee.
The National Super Alliance, on the other hand, will be seeking to replace Vihiga MP Omboko Milemba with Nominated MP Godfrey Osotsi in the House Business Committee.
