Uhuru's CS Who Commands 5 PSs in His Ministry

Since 2015, CS James Wainaina Macharia's Ministry of Transport and Public Works has been the most funded, receiving allocations of up to 47 per cent from every budget. 

Macharia, who is in charge of five departments, has five principal secretaries, Professor Paul Hinga (State Department of Infrastructure), Charles Hinga (Housing and Urban Development), Esther Koimett (Transport), Nancy Kiraguthi (Shipping and Maritime) and Major(RTD) Gordon Kihalagwa who all answer to him. 

According to The Standard, between November 2015 and June 2018, the five departments combined received a staggering Ksh 800 billion in development cash, most of it from borrowed funds.

Part of the money was used to build the Standard Gauge Railway, which is the most expensive project in Kenya since independence.

The Standard further revealed that he had overseen the construction of 2,388 kilometres of new roads and built 62 bridges, while also rehabilitating 359 kilometres of roads. 

Macharia has had his successes in the ministry but they have been stained by the highest number of delayed or stalled projects. 

As of June 2018, the stalled projects in his ministry were valued at Ksh100 billion.

After the commissioning of the Outer Ring Road in Nairobi, the persistent issue of traffic jams resurfaced for commuters joining Thika Superhighway because of design flaws.

The section had to be closed again for the reconstruction of a flyover.

On the same road, 11 footbridges were yet to be completed two years down the line, despite gobbling up Ksh800 million.

A 11-km road project launched at Dongo Kundu in Mombasa county cost Ksh11 billion translating to Ksh1 billion per kilometre.

The second phase of the road is expected to cost twice as much, with contractors receiving Ksh2 billion per kilometre.

Enterprise Road in Nairobi's Industrial Area is still not complete despite the project's launch six years ago.  

Macharia was also on the spot over the Bus Rapid Transit project after news emerged that the buses intended for the plan were to be imported from South Africa. They are yet to arrive in the county. 

He further failed to listen to the striking Kenya airways employees but opted to call them criminals and unleash anti-riot police on them.
